2026 Lexington East Unit One Annual Meeting Review
Thank you to all the owners who attended the annual meeting on June 29, 2026.
Your support of Lexington East and the board of directors is greatly appreciated.

Board members present Pam Simpson Treasurer and Director, Victor Alexander, Director, Dave Peters Director, Mary Gureno Director, Kyle Fischer, Director, Bob Leuenberger President and Secretary.

Thank you to the following volunteers who helped at the meeting with the registration table

and proxy table; Althea Bennett, Sherry Decker, Barb McMickle, Rita Klosterman and Trisha Patterson.
Also, a special thanks to Barb McMickle, board assistant for all she does for the board.
Two candidates, Dave Peters and Kyle Fischer were elected to three-year terms at the meeting.
Bob Leuenberger, President/Secretary provided the following information at the meeting;

Director, Don Steffen, resigned from the board on August 1, 2025. We thank him for all the years of service on the board.

The board appointed Kyle Fischer to fill the position vacated by Don.

I especially want to thank Pam Simpson for all the time she spends on everything she does to keep our HOA running smoothly.

And a very special thanks to Victor Alexander for all the years (almost ten years) as property manager. The board and owners all appreciate all that he has done over the years.
We wish him the best as he “retires” from the property manager position.
Victor will still be involved as he is still a director on the board.
We have accomplished a great deal in the later part of 2025 and so far in 2026.
Jason Darnell/Darnell Construction and team have continued work toward the completion of the derecho reconstruction and I am happy to report that we are nearing the end of the reconstruction work with a few projects yet to complete.
Completed projects:

Front entrance Concrete stoop repair.

Front entrance railing replacement as needed for safety.

Tree work, trimming, removal, stump grinding.

Common Hallway Carpet Cleaning.

Building Entrance Door replacement with new lock sets and kick plates

Common Hallways in buildings with a step down to the garages-

Hand rails, motion lights and caution tape has been installed.

Gutter and Downspout extension work.
We still have projects to complete.

Replacement of Smoke Alarms in all buildings currently in process. (This must be done every ten years)

Driveway and Parking Areas replacement will tentatively start in late July or August.
This is pending approval from the City on the permits due to the new requirements for drives.

Insurance coverage and Loss assessment insurance
Regarding insurance, our monthly premium for our buildings will be renewed in July 2026 with Farm Bureau Financial Services. If there were a catastrophic wind or hail event, such as the derecho in 2020, the deductible for each building would be 5% of the value of the building. A loss such as this might result in a loss assessment to each owner for a portion of the deductible and any other expenses that the insurance company would not cover.
The board of directors suggests that every owner contact their personal insurance agent to discuss the loss assessment coverage on their policy. Farm Bureau Financial Services, the HOA insurance carrier, strongly advises a minimum of $25,000 loss assessment insurance coverage. This coverage is very inexpensive to add or increase.

IMPORTANT REMINDERS FOR ALL OWNERS
Bird Feeders
Bird feeders and suet feeders must not be placed within 25 feet of the building.
Food debris (such as bread, etc.) is not to be disposed of in the general and limited
common areas. Food debris is attracting crows, raccoons and possums.
We have had many reports of raccoons causing issues at multiple buildings.
Garage Doors
Open Garage doors are a security issue as well as an entry way for birds and other animals.
If you are not in the immediate area of your open garage please make sure your door is closed.
Garbage/Recycle Bins
Reminder all bins must be returned to the inside of your garage by the end of the day after pick up.
Notice for All Owners
Following is a list of the most inquired about HOA rules. Please review carefully. There has been a recent update to the grilling policy with regard to the use of LP tanks.
Signs may not be displayed in yards, windows, rock areas, on drives or in vehicles on the HOA property.
Personal property is not allowed at the front of buildings or around any garage area. (prohibited items include statues, animal figures, wind chimes, furniture)
Potted plants are permitted at the front of the buildings. Restrictions: No more than four (4) potted plants will be allowed. Potted plants must not block walkways, driveways, or the entrance areas. They must be well-maintained, with dead or overgrown plants prohibited. Prohibited Items: Vegetable and fruit plants, Artificial plants. If you have specific questions on placement, contact the property manager.
One wreath is allowed on the entrance door at this time and only if all four owners agree with it. Except for a seasonal/decorative wreath on the front door, no artificial plants of any kind are permitted at the front of the buildings. Wreaths cannot be permanently affixed to the front door.
Window Treatments, window hangings, drapery linings, curtains, or other coverings, visible from the outside, must be white or off-white. This is true for window hangings throughout your unit and in C unit garage windows.
Patios and Decks cannot be used for storage of inappropriate items (storage containers, bikes, boxes, etc., or to hang items over the deck railing or between support posts. Clothes lines and outdoor drying or hanging of clothes or other materials is prohibited.
All charcoal grills, fire pits and open fires of any type are prohibited in both common and private indoor and outdoor areas of Lexington East.
Use of Propane grills inside any closed area which includes a screen porch or three/four season room addition, is prohibited due to the risk of carbon monoxide poisoning and fire hazards.
What is allowed: Open upper decks may use a propane grill that uses a one-pound LP gas container. Ground level units with open porches are allowed propane grills with a LP gas container of one pound up to 20 pounds. The grill and propane container must be at least twenty feet from any building's multi-owner exit door. UL listed Electric grills are allowed in all areas. Propane grills are NOT to be stored in garages.
Garbage, recycle and yardy bins place bins on the drive area in summer to facilitate mowing and on the grass area in winter to facilitate snow removal. Bins should be put back in garages as soon after pick up as possible but before the next day.
Garage doors and windows must remain completely closed unless the owner is in the immediate area.
Outside water use is for unit owners only. Outside water will be shut off sometime in October and turned back on sometime in the spring.

Owners of B and D units are each assigned one parking space at the end of the common driveway, with the B unit's space next to the building. The A drive may be used by non-owners for loading and unloading but this use must be coordinated with the A unit owner. Parking in front of Unit B, C or D garage doors is prohibited.
Each unit may have a maximum of two vehicles on the Lexington East Unit One property. No occupant of any part of the condominium complex shall park or store or allow any person to park or store any boat, trailer, mobile home, camper, large truck (tractors or semis), truck trailer, motor home, bus, derelict automobile, snowmobile, or similar item on condominium property. Guests of owners should park on the street unless arrangements have been made with the B or D unit owner.
Motorcycles are not permitted to be parked on asphalt drives unless a kickstand plate is used.
Decks and patio areas banners, laundry, draping, and signs are not permitted in these areas. You must get board approval before doing any alteration or landscaping in the rock beds.
The Association has a NO PETS POLICY which has been in effect since May 4, 1992. Fines and liens may result if animals are brought into Association buildings, condo units or onto Association property.
The Association's Visiting Pet Policy shall apply to guests of Association members as follows: Guests may bring a dog or cat on the Association property ONLY UNDER BOTH of the following conditions: 1. PRIOR agreement of ALL other unit owners in the building must be obtained. 2. Duration of visit cannot exceed 3 days which is 72 hours. One dog OR cat will be allowed to visit once a month. Violation to this policy will result in assessed fines to the homeowner and when applicable, a lien may be placed on the homeowner's property.
Inside Drain issues are the responsibility of both the upper and lower unit owners. Drains for the A & C unit owners are connected and drains for the B & D units are connected.
Common Areas in buildings, specifically the interior corridors and stairways, are designated SMOKE- FREE ENVIORMENTS. Residents who smoke must keep the doors to their units always closed, so second-hand smoke does not invade these common areas.
Except for an owner's personal door, any decorations placed in the common hallway must be approved by ALL the other owners in the building, cannot be combustible, and MUST meet fire codes which prevent blockage of the entrance way and fire extinguishers. Controversial or offensive artwork/items may also be deemed inappropriate for the common hallways.
When you decide to sell your unit please Notify the board of Directors.
